The Institute of Certified Public Accountants of Somaliland is pleased to host the IPSAS Forum and Masterclass 2026, taking place from 09 to 12 August 2026.

International Public Sector Accounting Standards are widely used to improve the quality, consistency, and transparency of public sector financial reporting. IPSAS are issued by the International Public Sector Accounting Standards Board, and the latest official IPSASB Handbook contains the complete IPSAS pronouncements published as of 31 January 2025, together with the Conceptual Framework for General Purpose Financial Reporting by Public Sector Entities.

This ICPAS program is designed to support public-sector institutions, accountants, auditors, finance officers, educators, and development partners in understanding IPSAS and their practical relevance to financial reporting, public accountability, and public financial management.

The program is divided into two parts:

Day 1: IPSAS Forum

A high-level forum focused on public sector financial reporting reform, accountability, institutional readiness, and the role of IPSAS in strengthening transparency and decision-making.

Days 2–4: IPSAS Masterclass

A practical technical masterclass covering IPSAS concepts, financial statements, key standards, transition from cash to accrual, common implementation challenges, and practical examples.
